The purpose here is not the cold, but I think to secure children from bumping into the corners, since there is a playground on the right hand side of the pillar.

I just realise now that on the first pic there is a man about to put his jumper on… quite funny. It looks like the building just finished getting dressed and is now waiting impatiently on his friend to be ready.
